Instead of a pom-pom on the top of a child's hat, I want to make a top called "loopy topper". How is this done?

The only reference I can find for loopy topper in relation to a hat is in this pattern. The instructions are in the square in the middle of the page.

Thanks Donna. On the knitting-help site, they show how to do i-cords. I 'm pretty sure that's what this is.
