Help with reading ROWAN pattern

This is my first time working with a Rowan pattern and I am really stuck.

The pattern --

Row 1: K2tog, K to last 2 sts, K2tog (85 sts)

Row 2: P1 *yo, P2, bring last 2 sts over the last 2 sts and off the needle, rep from * to last 0 sts

Row 3: Knit

Row 4: P1, *P2, yo, P2, rep from * to last 4 sts, P4

These 4 rows form patt and start shaping.

The following is what does not make any sense to me.

Keeping patt correct, dec 1 st at each end of 3rd and every foll 6th row to 77 sts,

then on every foll 4th row to 67 sts, then on foll 7 alt rows, then on foll 3 rows, ending with a WS row, 47 sts.

Is Row 3 the Knit row and I dec at the beginning and end of this row? Which row is the 6th row?

Is it Row 2 in the pattern, which is made up of the first 4 rows? That's a row that begins with

a Perl -- this is my confusion.

Greatly appreciate any assistance.
