I need help with Jelly making

I made a batch of " Red Hot Apple jelly" that I don't think is going to set up.

can you tell me what I've done wrong?

this is the recipe I had.....
4 cups apple juice
1/2 cup red hot candies
1 pkg. (1-3/4oz)

In large saucepan combine juice candies and pectin.
Bring to full boil

stir in sugar, return to full rolling boil - two mins.
Remove from heat, skim off any foam and discard any undissolved candies

carefully ladle hot mixture into hot sterilized jars,. leaving 1/4 inch headspace.

remove air bubbles wipe rims and adjust lid
process 5 mins in boiling water canner
