foreign country decides who gets healthcare by Skype...

First I posted this on Healthcare forum...then saw how little it is used- 2004, 2006...sad!
Anyway, today I heard on the am radio about a foreign country deciding who gets to see a doctor by them using Skype to 'pre-screen' for appointment. Some older, sicker people will be allowed to die without care. Younger also.
How very sad that this is probably the way we are going..
Does anyone knoe which country this is? I missed that part...

Interesting article. I especially liked the one comment written in response to it that is headed "JUST HAVE A PHONE TREE".
