Odd under sink cabinet heat duct placement?

One of the reasons we started on our kitchen odyssey was because our sink links and we needed to replace it.
The plywood on the bottom of the sink cabinet needs to be replaced. When I came home today, DH had the old plywood out. There is a heat register in the center of the toe kick of the cabinet. The heat duct itself is off to the right. There is no duct work running from the duct to the register. Basically, the air went underneath the entire cabinets and managed to force it's way out thru the register.
Is this normal, or is there a way for me to duct it off so the air goes directly out the register? This seems non-efficient to me. LOL
Please excuse the mess, I have to clean it up a bit before we put down new plywood LOL
