venting a downdraft cooktop

One of the issues to be addressed in my kitchen redo is the venting of the cooktop which is located in front of a window. When I moved in 18 years ago, it vented into the cabinets below. Crazy, huh? The smoke detector went off about once a week, so I had it altered to vent directly outside. That's fine, except when it is cold outside and there is a constant blast of cold air up the vent. (I keep a wood block over it most of the time.) Not only does cold air come up out of the draft, the actual cooktop gets icy cold.

I want to do it right this time. How is the venting supposed to work? I have a J-A gas range that is about 6 years old that I am planning to reinstall. Should I think about switching that?
