Yes, you can do it, but you have to use diamonds, not sandpaper. Your best bet is the Viper 3-step pads. You can use them by hand:

It was suggested to me once to use super glue gel. After it dries, use a razor blade to shave off the excess. It worked like a charm for me.

I've used to super glue to fill in a couple chips around the sink, and one on the edge of our tabletop, where it overhangs the island. I use the liquid super glue, because that's what we have in the house. I fill in with a bubble of glue, let it dry, and shave down with a razor blade if necessary, and buff smooth/shiny w/ steel wool.

For our black granite, I'll darken the glue/patch with a sharpie marker, buff, and sometimes do that a few times if needed. A dab of sealer on top of that (the sealer that was used in our kitchen adds some shine), and you'd never know there had been a chip or a repair.

Superglue will make a decent chip repair, but in this case the bigger the chip the better. Very small chips will not withstand the scraping by the razor blade and will pop out. Use an emory board; it's aggressive enough to abrade the super glue but not enough to scratch most stones.

Scotch tape applied vertically makes an excellent dam to hold the glue until it hardens on corner repairs.

We have one or two teeny-tiny ("too small to fill") chips, but a dab of Sharpie marker at least makes them blend in.
