Drastic difference in pollination rates for apples??

I have several varieties of apple and have noticed very different rates of pollination from near 100% (sweet 16 every year) to Lodi (maybe 10%). others fall in-between but none are close to the sweet 16. A macintosh had one apple bud and lots and lots of dead flowers. A cortland had maybe 35% pollinated.

trees are all semi-dwarf, in the same area, same age, and mulched and fertilized the same. There are 3 large crab apples in the same area as well. the only possible difference is that the Sweet 16's are on a more sloped area and drain better and it's been a very wet year so far.

suggestions anyone?
