Backsplash-Bad electrical-Is it possible to rip out half

Hi there, I had my kitchen redone, and the lazy electrician only left one electrical outlet in the entire kitchen (covered old ones). Is it possible to tear out only part of the backsplash, redo the electrical and then retile because for example where by hood comes down, I would not need that area replaced. I used the 12x12 emporador light mosaic strips.

What do you mean the "lazy electrician" left only one electrical outlet in the kitchen? How (more importantly why) would he cover the other ones and with what?

Out of curiosity, where is your building inspector for this remodel?
