cast iron baseboard

in 2008 i replaced the oil fired boiler. have had cast iron baseboard without trouble for 40 yrs. after boiler was installed, baseboard in bedroom would not heat up. several service calls, very little heat, i gave up. baseboard in rooms before and after work just fine. then called in and paid for 2 servicecalls and they 'drained' that baseboard and said fixed. no it wasn't. i'm reluctant to call another h/c contractor. i have drained it several times to no avail. so i'm wondering...should i pay to have that baseboard removed and install something new (maybe a run of copper fin? ) this is a small ranch with baseboard on one floor. one contractor wanted to tear out the ceiling (newly renovated) in the basement and play at a repair. nixed that idea.
