Normally heat is low , cool is high and on is high. If cool isn't high I would suspect wires have been reversed at fan relay. The only logical reason I can think of is that in relation to blower size,strip heaters are grossly over sized or heat pump is grossly undersized (both unorthodox). At any rate speeds are easy to change by simply moving wires on the relay. I leave it to your discretion of diy or hiring a pro to switch wires.

Hef, I'm not a definitive source, just a guy that likes to look things up on the Internet, but I looked at the TAM7 manual online and it does not appear to me that you can change the flow rate of the FAN ON. There are dip switches to change the CFM per ton of heating and cooling, but it seems like the FAN ON always runs at 50% of whatever the heating setting is.

I looked at other manufacturer's air handler manuals and some do have a jumper panel to change the CFM of the FAN ON. Lennox was an example.

I assume that the communicating thermostat will have the same adjustments as the DIP switches, but maybe it does have some adjustments that you can't do with the conventional hookup.
