Heating challenges at new new place

Hello everyone!

I just moved in to a townhouse last month and still trying to understand the heating around here, and wondering if the good people on this forum can help me out. :)

This is a three story townhouse, with one bedroom in the daylight basement, two more bedrooms on the top floor. An AO Smith "Power House Sure Shot DV" water-heater (about 8 years old as the townhouse was built in 2005) provides both space heating and hot water. I also have a gas fire place on the second floor where the living room is.

Questions:

1. Does the gas fire place compete gas with the waterheater? Meaning if I leave the gas fire place on, will that weaken the water heater/heating power?

2. My bedroom in the daylight basement is much colder than the two bedrooms on the top floor. what can I do? At this point, the waterheater (which heats all three bedrooms and the living room) is turned up to about one notch from the max heat.
