Ask the builder to supply you with the AHRI number of the system he is installing and the complete model numbers of all system components - furnace and coil or air handler. Is is possible that the 14ACX condenser system will meet the 15 seer with the proper equipment inside the house. Lennox Web site rates the 14ACX "meets or exceeds 14 SEER". Well-insulated does not help the SEER.

a paticular condenser will say seer rating 14 up to 16 seer .
You dont know the exact seer OUTPUT until you know indoor evap coil size and model as well as the blower unit model.
You need condenser+ evap coil + furnace or airhandler model.

3 ton AC for 2400 sq ft, humm...

low end AC condenser, wouldn't have it.
