Air-conditioner or dehumidifier?

Hi there,

I have a semi-detached house and at the ground level I have a problem with humidity.

In the mornings, nearly all windows are wet from the inside. I open the windows so that these dry up but before I leave for work I obviously need to close all windows. I dry what's left with a towel. This only happens when it's cold weather ie winter.

Also there is a lot of humidity in the air in all rooms.

My question is, should I go for an air-conditioner or a dehumidifier? I plan to buy an air-conditioner anyway for the summer but only for one room while a dehumidifier can be used for all rooms since it is portable.

I had already decided to buy a dehumidifier but then I read that dehumidifiers heat the air and make the walls that are colder than the air "sweat". This "sweat" evaporates and makes the room humid again. Is this true?

What would you do if you were in my position?
