electric or gas heat in the air handler?

Hello,

As I consider the addition of propane gas tank to my home, I am taking into consideration all of the systems or "appliances" that may be powered with propane instead of electricity.

I am in Central Oregon where the temperature can easily touch zero degrees Fahrenheit (and go lower) during Jan or Feb.

If my electric rates are comparatively low with respect to the Nation at 7.5 cents per KWh (not tiered)... and propane is about $2.60/gal, should I simply go an air handler with electric heat strips or the gas powered one? Of course, a Heat Pump unit is outside.

I do not know how to evaluate the options. The reason I ask is because I am replacing the HVAC system during a home renovation.
