Too much heat.

I posted this in plumbing earlier, but realized that HVAC is more appropriate.

One corner bedroom that is 10 x16' has always had too much heat compared to the other three. It is a corner room and has hot water baseboards on the two outside walls.

I am thinking of removing the fins on one wall and possibly covering with pipe insulation to reduce heat output. Is this a good idea?
