Question re extending a duct and moving a vent

We're looking for a way to warm up a basement bedroom. There's a single heating vent high up on the bedroom wall. Makes for a toasty ceiling but doesn't warm the room much.
Could the solution be as simple as cutting out some drywall below the vent, extending the ductwork down and moving the vent to a foot above the floor?
The basement stays very cool in the summer so am not worried about the AC.
The ceiling height is almost 9 feet and the vent is currently between 7 and 8 feet from the floor. It's a largish vent.
Would this make a difference to heating the room? The bedroom is roughly 15' x 10' and is not far from the furnace - maybe 20 feet.
