water dripping down furnace & wtr heater exhaust pipe

I live in a 2 story condo and I am on the ground level. 2 wks ago I noticed water was dripping down the pipe connected to my furnace and water heater. It was raining out and as soon as it stopped raining the water stopped dripping. I thought it was coming from the exhaust pipe and emailed my HOA to look at it. The email was not received so it has been delayed. While I was doing Pilates tonight I heard water dripping in my mechanical room. I checked and noticed the floor (3' above ground) has a big wet spot with water continuously dripping on the floor and water dripping on a bucket that I placed there from the last incident. It rained for half an hour early this morning and it is dry by evening. My neighbors are not doing laundry or taking a shower. So where is the rust water coming from? I turned on my heater so could it be condensate? The heater was not on two weeks ago when this occurred. Help? Thanks in advance.
