noise from electric tank water heater

Hi everyone, new homeowner here. We had the existing water heater replaced with a new electric tank unit soon after we moved in. We noticed a high-pitched whining noise right away from the heater and did some research that referred to scaling from hard water deposits and the like. We didn't think that was likely because 1) we don't have hard water and 2) even if we did, the unit was brand new.

I called the plumbers who installed the heater and they sent someone out, who said the noise is normal and it's just the sound of the heating elements, which are higher-powered these days. I'm skeptical.

I posted of video of the heater making the noise, actually in the video it's not as bad as it can be. At times you can hear it through out the house (heater is in the basement).


Are these plumbers avoiding having to fix a problem? Thanks for any advice.
