Central AC recommendation

Hello, We bought our house 9 months ago and it is built in 1986 in Northern Virginia, 2400sq-ft (2 story) with a 1200sq-ft finished basement, the 27yr old AC is now dead so we're looking for a complete system replacement. We've gotten a few quotes so far so we've narrowed it down to Trane and Carrier,

Carrier Performance:

Warranty: 2 years labor and 10 years parts (heat pump, blower coil unit, compressor, etc)

Price including new copper refrigerant lines, new condensate drain with safety drain switch, equipment pad and elevation feet for heat pump, outdoor fused disconnect box. A few contractors recommended to up the size to half ton bigger, for only $250 more. Do you think 3.5 ton is even sufficient enough to keep the house cool or heated at the temperature we want? In summer we prefer to keep the house at 70 degree and in winter at 75. The weather here could swing over 100+ in Summer and dip down to single digit in Winter. What's your thought between the Trane and Carrier? Which one would you prefer?
