Is blown insulation really made for sound insulation?

I am asking because we rent an apartment on the last floor and we are experiencing a noise issue in our bedroom.
There are several AC units (I think 4) above our bedroom which make a lot of noise.

The management of the apartment community did some work: put some special rubber pad and did something with the compressors (was the best improvement) but the noise is still there.
Finally, they told use there is 12 inches of blown insulation between the sheetrock and roof and adding more insulation would not help.

I am wondering if this material is made for sound insulation and whether they could not add another type of material to treat the sound issue?

What options do I have?
