flash and fill--but not in ceiling?

Hi everyone,
I live in south-central PA (near Baltimore, MD)--climate zone 4.

Contractor and I think 1 inch closed cell foam + cellulose fill in our walls will give us tightest building (30 R-value) for the money. (Tyvek wrap on exterior.)

In the ceiling though, contractor says we would need more foam (more like 3 inches) to be sure no cold met the warm interior air to make moisture, so it makes more money sense just to blow extra cellulose and use no spray foam (the foam is MUCH more expensive). Two questions: (1) is the danger of condensation so much greater at the ceiling than it is in the walls? (2) for those of you with much more experience/research--does this all sound like a good plan?
