blown in insulation in thin wall

I have a house from the 30's in PA that is stucco on brick, then a sideways 2x3 (1.5" thick), then lath and plaster. I had 3 insulating people give estimates:

1. Fiberglass blown in from inside, and attic work, $4k
2. Cellulose blown in from inside, and attic work, $3k
3. Prefers fiberglass, but says the gap in the wall is not big enough for blown in insulation, skip that part, just do attic, $1250

My question is, is 1.5" enough to benefit from blown in insulation? I am leaning toward cellulose (second proposal) at this point, though Im a little confused...
