Baseboard heating pipes cemented tight by floor tile installers

Hi everybody,

I am having my bathroom remodeled, and they just put the tile down on the floor (no grout yet).

I noticed that they got the cement or mortar all around the two pipes for the baseboard heating and they are now stuck tight. I the past they had some 'wiggle room'.

Is this ok? Or do the pipes need to be able to move when they expand and contract a little?
