Checking amps on 3 ton AC unit, need advice.

A few years ago the condenser fan went out on my 3 ton AC unit. Over a period of time prior to that my electric bill increased every month until it was almost double what it had been. Now, my electric bill is once again increasing monthly so today I checked amps inside my main panel.

Initial readings were 4.5 amps on one leg and 3.5 amps on the other leg. Turned on AC and the 4.5 amp leg jumped to 20.5 amps and the 3.5 amp leg jumped to 13.5 amps. Oddly, the air handler is not on the leg that jumped up to 20.5 amps so something in the condensing unit is pulling that leg up higher than the other.

I'm guessing I need to read amps at the unit itself so I can get amp readings for the fan motor and the compressor separately, but does anyone have any ideas based on my vague post as of now?
