Ductwork too small?

We live in the Florida panhandle and bought a house 2 months ago.
Brand new unit was installed prior to closing by seller.
Home inspector noticed the AC was frozen, was inspected and fixed prior to closing.

Fast forward a month and Every morning the AC is frozen and I have to thaw it out on the fan for about 30 minutes every day. I had my AC guy come out and he said the ductwork is too small for the unit and refrigerant looked fine.

The house is 2000 sq ft with a 3.5 ton unit and the unit struggles to keep the house below 75f during a 90f+ da which is almost every day between June and September. Consequently it pretty much runs all day. Additionally the force of the air is pretty poor compared to other houses/apartments I have lived in and there are 3 returns with no obstructions and I use the cheep green colored filters.

1) will ductwork that is too small for the unit cause it to freeze up?
2) does 3.5 ton for a 2000 sq ft house seem adequate?
3) will ductwork that is too small reduce air flow out of the vents?

Any help is appreciated as it's making our new house almost unlivable.
