Confused Heat and Ac?

So I'm seriously confused and hope someone can help me out a little. I have a large 2 story building. During the winter months when I turn the heat on Upstairs gets warm but downstairs feels untouched. I literally had to install a wood burner to heat downstairs. Now heres where it get weird, during the summer when I turn on the air Downstairs gets cool real quick but upstairs feels untouched. I think I would understand if but functions always worked on the same floor and not the other however it switches. Any ideas?

What type of heating system do you have? Where is your AC air handler or furnace located?

the furnace is located on the first level in the center of the building. the a/c unit is right outside the room with the furnace. the building we live in was built back in the sixties and has been remodeled numerous times and they have vents going all over the place.
