Whole House Fan Underperforming

I just had a whole house fan motor replaced because the fan stopped working. Now, the shutters only open about 1/3 to 1/2 as wide as before. Could it be the hp of the new motor is too low? I need to know if I should ask the HVAC guy to come back. The house is 60 years old, not sure how old the fan is. The (4) blades look about 24 inches long, and the shutter area is about 44" by 44".

if the HP is too low the motor will bog, heat up and make smoke or pop the breaker. Possibly the wrong rpm for the pulley ratio.
