What's going on with my coils?

So I obviously have a problem here - parts of my coils are icing up! But why just a few? I have replaced my filter, blown out the drainage line, so I suspect it's low on freon. The thing is - it used to completely ice up, and now it's just parts of it, is there debris in the line maybe? Thanks!
