equal pressures, but cooling

I just got my epa certification a few months ago, and as my username indicates, I don't have much experience outside of the classroom.

I am working on my own 2.5-ton Carrier Tech 2000 unit. We bought this house two years ago & the units are old, but were working well until recently. They do not have txv. I am only tinkering with the upstairs unit because downstairs feels cool - July is not the time for me to be learning on it.

Upstairs was putting out lukewarm air and had low pressure on both sides. I added a small amount of r22 and cooling improved. I also tried to locate the leak, but was not successful.

Right now my low & high side pressures are around 68psi. That makes me think the valves in the compressor are bad, but I am getting cold air (61) in the house. Superheat is a little high - about 20 degrees when it should be 15.

Is it possible that my gauges are crappy? They read equal pressure for both units, even though my downstairs is cooling.
