I've been in the Arctic Ocean in 28 degree sea water temperature while operating a LARGE Lithium Bromide Air Conditioning plant, two R-11 plants, two R114, plants and two R-12 plants.

NOW that's a lot of cooling.

I am not smart enough to even begin to understand the methodology of that calculation. At one extreme the outside temp might be 28 degrees - or it might be in the low 8o's. That "outside" temp might change by ten or more degrees in a matter of minutes and then return. Internal heat addition from steam might dramatically change over a period of just seconds. Someone might run a huge diesel generator inside, or start baking for a hundred people, or running the clothes dryer, or....
