4 ton or 5? Being told different things

Load calculation is suggesting we need 5 tons of BTU's, but the home is ducted for a 4 ton system. Thanks, cheap builder! (2500SF, 2 story, main living open to 2nd floor, high ceilings throughout, lots of windows, in central Fl) Needless to say, the home is ducted for a 4 ton system and to complicate things there's no attic access on the second story to reach the ducts. I can say that the old 4 ton is having to run constantly in the heat of the summer (killing the electric bill) but no doubt extremely dirty coils are a factor. What would you do? What's the best tonage for the home, assuming you could afford to do either? Any other suggestions?
