New Electronic Air Filter?

My gas furnace has a Honeywell electronic air filter that is probably 11 years old. It just does not seem to be working that well anymore. The pre-filters get dirty but the rest of it does not get that dirty anymore. Do these things wear out? If so, what would be a good replacement? I have always thought the wire mesh pre-filter makes a lot of noise, so I would want one that had a quieter pre-filter.
