HVAC and duct question

I have 2 questions if anyone can answer them, I'd be incredibly grateful!
The first is in the picture, I need to replace the part where the red arrow is pointing (not the elbow duct piece). It is a cap that goes on the bottom that captures dust that settles... and I do not know the name of the part.
Secondly, my furnace induction fan comes on when I turn on my air conditioning? Why is that? Shouldn't it only come on when my heat is turned on? Any ideas why that is happening? Thanks!
