AC help

I am looking to replace an 18 year ( no name brand) central air system this fall. The original units were insatlled by the builder. We have two units a 5 ton and 3.5 ton. One air handler is in the attic and the second is a finsished basement. The house is about 5000 sq feet with a two story foyer in the center

My question is that one local dealer agered with the current sizing but said the original design is wrong the 5 ton unit should handle the upstairs ( 5 bedrooms) and the the smaller unit should be for downstairs. I have not checked with other dealer yet. Currently the bigger unit is the first floor unit.

Any thoughts on this . This is confusing to me
