Closing off heat and air in the garage

We have a house we are renting in 5 days that has heat and air in the garage that we had installed (we used it for my sewing room). It still has the garage doors and our renter doesn't want heat/air in the garage.

Instead of having a damper installed (trying to avoid the cost), can we just close the vents and put some type of foil board over the return? What are the pros/cons of doing this? There are two vents and one return.

Please don't tell me installing a damper is an easy job, as my husband is 67 years old and not a handyman at all, lol.
