Help!!! Is it reasonable price?

We are closing on a house, need to finalize contract with General contractor so the cost for innovation could roll into the mortgage.
Current: basement 1,200 sq ft; upstairs 1,800 sq ft. They have 1 furnace and 1 ac for the whole house.

We plan to install 2 systems - move current furnace to the attic for upstairs (they said its too big for basement). Install new ac for upstairs, new ac and furnace for basement.

They gave us the quote of $15,500 for all the work, including all new ductwork and registers, new gas lines for furnace, 2 programmable thermostats. Does it sound right? We are in Atlanta GA.

I forgot, the 2 ac are 13 SEER (R-410a) Amana systems. That's all the specification we know now.
