Majestic Free Standing Gas Fireplace Question

I bought this stove used for a rental house I have. Everything works fine except the on/off switch on the back doesn't effect the burner. The burner does lite and functions fine. The connections appear to be fine. There are 3 wires (blk, red, wht) on the switch.
