Plenum Question for A/C

I am getting quotes for A/C unit and one contractor said since I am changing the unit from a 12 seer 3.5 ton unit to a 14 seer 4 ton unit, I needed to change the plenum, but another one said I could save the money.

What is the correct thing to do?
