Is a heat pump feasible under these circumstances?

I have a large basement room (about 300 sq ft) that stays at 50 degrees all year. The ground temperature at 10-15 ft stays at around 40 degrees all year. I want to cool the room to close to 40 degrees to use as a vegetable storage area. Is this doable without being too pricey?
