Electric cable ceiling heat

Hi Folks:

I am thinking of making an offer on a ranch on a slab that was built in 1950. It has the original electric cable ceiling heat system. In fact, just about everything about this house seems to be original. I know nothing about this kind of heat, but it seems to me it ought to be very expense to use. Can anyone who has experience with this kind of system tell me what to expect as a wintertime monthly electric bill? Also, does anyone have any idea what it might cost to retrofit another heating (with air conditioning) system on a home that has not duct work? BTW: I am also thinking of requiring an energy audit as part of my bid. I bet there is on insulation or caulking anywhere in this house.
