HVAC for new home

I am in the process of building a new home for the first time and was hoping I could get some advice as far as HVAC is concerned. My home has three levels including a basement. Basement is approximately 1270 square feet, main level is 1440 square feet, and upstairs is 720 square feet. The basement and main level will be finished and we will have everything ran for HVAC upstairs for the future, but do not plan on finishing it at this time. I do not have natural gas access and I do not have an attic. The main level floor is concrete rather than subfloor, so I assume that will change things as far as having HVAC ran from the basement upstairs is concerned. What will be best to have and where do I need to designate areas for air handler, return, etc? I have not finalized the framing decisions for the basement and main floor because I would like to first have a better idea of how and where to designate spaces for these things. Thank you in advance.
