Heating Problem

Burnham Boiler model no. P210BWNV forced hot water.
2 zones
2 circulating pumps
2 honeywell R845A
2 honeywell thermostats

zone 1 works fine
zone 2 heat is on when zone 1 calls for heat. I replaced zone 2 thermostat and heat problem still exists. Even when thermostat was removed zone 2 still heats. Thoughts, questions? Any help would be appreciated. thanks.
