Main Level In-Floor Heat, over or under floor?

I am looking for data on infloor(not the brand) systems in main floor applications. In my case a wooden subfloor with flooring above and a basement below.

I am hoping some one can tell me the differences between an under floor board retrofit with tin flashing and insulation (installed from the basement underneath the floor) and the from the top "warm board" panels that have grooves for pex to sit in (installed from the top down).

Even though i have mentioned brands i am not looking for data on a specific brand. Just a general overview of the differences of each system. Things like efficiency, cost, painintheassedness of install/upkeep, flooring types that can go above and of course personal experience.

Once again this is not about brand as much as system type.

In my application i am looking to put tile and 2.5 inch wide hardwood floor above.
