stagnant air at top of stairwell

We have a new two-story house (main floor and basement). At the top of the stairwell between the two, air becomes concentrated - cooking smells or whatever seem to pool there. The model home has a return register in the ceiling at this spot but our house does not. When I asked the builder to add another register, they say that for the size of the house the existing register should be adequate. I think it is not about the size/efficiency but the location, but they think I am complaining needlessly.
I may be overly sensitive, I don't know. Can anyone explain why this might be happening? Otherwise, I will just hire a contractor to add the register myself, but considering the house is only 6 months old, I would rather not have that expense and I feel like they should do the right thing here.
