Radiant closed vs open system?

My husband and me are in the process of finishing our house up this summer. He decided to do hydronic radiant in floor heating in between floor joists.

My husband would like to do an open system but my main concern is it gets cold here during the winter and there could always be a power outage that lasts for days. That worries me of the Pex tubing freezing up and bursting in our floors.

Is it better to do a closed system instead? What type of heater/boiler would be best if it was closed to use? Our house is a little less than 2,000 sq.ft. I was thinking 3 zones would work best for us. What is a reasonable priced company to buy the materials from?

Any input would be nice. I've never used or been in a house with it but only hear of good things. We are sick of air vents with us having allergies. The house is a prow front chalet with a 22' high ceiling so we thought having in floor heat would be a plus at keeping it down at the floor.
