no heat -oill plus heat pump backup

I have oil heat with a TRANE back-up heat pump. At 45 degree the heat pump should generate heat but failed to do so. It came on for 1/2 min, then cut-off. Called the company that installed the TRANE, the technician took over 2 hrs then tell me the control board is bad. He hot wired the board and the fan is blowing constantly, I am getting heat temporarily until a new board is ordered an installed.

The new board w/labor he quoted at $731. It took so long for the diagnostic that I did not approve the work just yet because I doubt the technician's competency. In addition the price seems high
