Looks like a standard Honeywell thermostat. The lever on the right should switch between heating, cooling and off and I don't see any wires that would need changing over to accomplish this. Do you have a heat pump?

Is thermostat controlling a heat pump or a furnace with an AC condenser?

It controls both heat and air, but it's missing a jumper that switches between the two. So.. When it gets cold the maintenance guy does something that makes it control the heater, and when it's warm he switches it to control the A/C. I have no idea. :( I'm going to look at the manual and see if I can figure it out. Thanks for your responses!

Are you perhaps in a complex with a central heating and cooling plant and the thermostat is only regulating a water valve and fan in your unit?

In that sort of arrangement, you won't ever get heat in the summer because the heating plant in summer is fully dedicated to chilling a water loop, and that water is what the thermostat might be regulating. Just a thought because if so that's not an appropriate thermostat...

I'm not sure. I know I have my own compressor outside..? Forgive me..I have no idea about this stuff aside from what I've read. I think maintenance will be here tomorrow to fix it. I'm going to pay close attention to what he does! :)
