How do I adjust my air flow in my ductwork?

My upstairs is hot, main level cold, and basement colder. I don't mind so much about the basement because it's rarely used but we are hot sleeping upstairs, despite closing all of the vents and I'm always cold in main living areas. I'm sure this could be fixed by adjusting the heating and air vents near the furnace in the basement. However, they are not labeled and I have no idea which one's go where. House is 13 years old. Can anyone help me?

Do you know how to rework ductwork? Increase and decrease size? Install trunks? Insulate and seal? Do you have tools? Is it metal or flex? Are there dampers at or near furnace?
