bryant evolution stat question

we have a recently installed bryant hybrid system using propane. when the heat pump is operating, the fan runs on high speed. when the furnance is firing, the fan runs on low. i can barely feel any air movement when i hold myhand over the registers. my heating guy tells me this is the correct set up. my thoughts are- if the fan was on a higher speed, it would heat up the rooms faster requiring the system to run less. from a cost effective stand point, is my thinking incorrect. are there any bryant experts out there than can advise me. thanx in advance for your comments.
